Windows Explorer Not Launching XL Files

I have one desktop with a problem I can not find an
answer. When using Windows Explorer (My Computer) to
launch an Excel instance, Excel starts successfully but
the file is not opened. If Excel is launched by itself,
all files will open into the Excel application
successfully. But there seems to be no way to locate an
Excel file with Windows Explorer, double-click on the
file's icon and get it to open into Excel.

I must be brain dead, because I can not find anything in
either Explorer of Excel that sets this switch and I have
repaired and reloaded both the operating system and MS
Office and the problem still persists.

Sometimes one of these works:

Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.

An alternative might be to do:
Try Tools|Options|General|Ignore other applications (uncheck it)
