Windows Install keeps trying to install Access 2003, why?

If I simply click on Access directly or double click on a database file,
Windows runs the install application, the progress bar goes up then back down
and Access opens and runs. I've tried using the "check and repair" option in
the configure but it halts due to "a fatal error" occuring with no reference
to what error it is encountering. Do I need to uninstall Office 2003
altogether and reinstall it or can I remove Access and reinstall it alone?
All other Office apps run fine without the Windows Install app initializing.

Hi Monte,

If you also have Access 2007 on your machine and you are jumping back
and forth between versions, it does cause that installation each time you
jump back and forth. However, it does not sound like that is the case.
Also, that the install fails, provides the clue the clue as to why it tries
to run each time you start up Access. It is trying to complete the
installation. That it fails, could mean that you do not have permission to
install programs on the computer. If you do indeed have permission to
install programs, go ahead and try just removing Access and then reinstalling
it. If that does not work, you are only out the time you took to do Access
by itself. You will need to try uninstalling the complete product and
reinstalling it. If it works, you will have saved yourself some time. If
you do not have permission to install programs and the computer is controlled
by an IT department or some such entity, contact them about the problem.
