Windows Installer issue just started up - can't run office suite

After furious head scratching, rp asked:

|| Microsoft Office Outlook has not been installed for the current user.

|| The windows installer service could not be accessed. This can occur

|| are running windows in safe mode or if the windows installer is not
|| correctly
|| installed. Contact your support personnel for assistance.

|| I have tried everything that I have found online and nothing is

|| I'm a bit upset at the issue at hand. I'm getting tired of having
|| these kind of problems with Microsoft Products. So at this point
|| I'm unable to access anything from the Microsoft office suite. I've

|| what is currently on my machine is newer that what I'm loading and
|| it exits out.

|| Help! I'd like to get this back up and running ASAP.

So does anyone have a clue as to what I need to do to fix this nagging
problem? I sure would like to be able to use my office suite again, But the
system won't let me add, repair or uninstall the Office Suite package. It
keeps referring back to the Windows installer issue problem. Need fix. ASAP.
