"windows installer" message always pops up in Word 2003

"Windows installer" message always pops up when running Word 2003. How can it
be fixed?
solutions used/symptoms:
1) Office 2003 Professional & office service pack 3 were installed but
couldn't be removed in "Add/Remove" program.
2) Couldn't re-install Office 2003 professional & office service pack 3. So,
standard version was installed but service pack still couldn't be re-installed
3) new version of windows installer (v3.0) was installed
