Windows Installer opens every time Access 2003 is started

Several Computers running windows xp professional sp2 with office 2003
professional patched to January 16, 2006. Every time MS Access 2003 is
started the windows installer starts. Access functions normally once the
installer finishes.

History. The computer systems in question have been upgraded from office
2000 pro. Troubleshooting on one system has been perfomed as follows:
Office 2000 disk #2 uninstalled. Upgrade to Office 2003 professional disk 1
only via a network install point (no change to any msi file). Office
updates/patches and fixes installed. Windows installer issue upon opening
access. Uninstall and reinstall using same procedure - no change. Uninstall
and reinstall this time using original cdrom - no change. Using windows
installer removal utility remove office, edit office out of registry, remove
office from program files folder including comon files. Install from cdrom -
no change. Download and install MS Office 2003 resource kit, uninstall using
resource kitWino, office updates including latest patches and service packs
to January 16th, 2006 - same issue. This is not a rights issue as the
profile in question is an administrator on the domain. It should also be
noted that domain users have adminstrator rights on the local machines within
the domain.

I do not wish to disable the windows installer. As have mentioned I have
used both the windows installer removal tool as well as the office resource
kit removal tool.

The windows installer/access issue appears to be a problem. Has anyone
found a solution?

Don't have the answer, but I share the same problem! I would be
interested to hear if you find a solution. I've found that you can
cancel the Install procedure, and Access continues to function
normally. I've experienced the problem when alternating between Access
versions on the same computer. If A2003 installs completely, it
clobbers A97, thus requiring a "true" re-installation of A97.
Interrupting the A2003 installation seems to be the best that I can
achieve.

Similar situation - network install of A2003 on XP Pro (not sure of SP
level). Had the same issue under Win2000 and A2002. I speculate it has
something to do with group policies that are enforced by the network,
although I have no proof of that.

One suggestion I've seen is to add an entry in your registry:

In HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Access, add a DWORD
value called UserData, which should be set to 1.

If it doesn't work, it shouldn't cause any problem.

Thanks for the tip, but no joy. The UserData info was already present.
Tried changing to "0", but that did not work, either.

I've got the same, but on Windows 2000 SP4. I try to start Access, but all it
does is starting the installer and nother further. The user i'm testing with
is a local administrator, but that doesn't help. Access is 2003 SP2, that
should run on Windows 2000 SP4, doesn't it?

The only way I have found is to unistall Office and reinstall. The problem
seems to occurr only when SP2 is installed so stay at SP1 till Microsoft
fixes.

I found out that the problem seems to be the installation of Access under a
'normal' (no sysadmin) account. When installing Access (or Office 2003 SP2).
When i install Access as an administrator (or equivalent) Access starts fine
under the administrator account or under a 'normal' account.
