Windows Installer Pop-up

REcently upgraded to Outlook 2003 from 2002, and now
every time Outlook collects a message from the server,
the Windows Installer 'Preparing to Install' window pops-
up (and takes focus... very annoying). I ran detect and
repair, and this is still happening. Does anyone have any
ideas?
