Windows is'nt configured to run application

I have office 2003 innstalled on an windows xp, w/sp2 box. I created an
office 2007 application on anothe machine. I installed the application on
the windows xp machine w/sp2 and office 2003, the install goes ok, but when
i go to launch the access app I get this error message Windows is'nt
configured properly to run application.
