Try going into Customize (View - Toolbars - Customize). Toolbars tab.
Select Worksheet Menu Bar (turn it blue, not the checkbox). Click Reset.

If you click the check box, it checks or unchecks that choice (Worksheet
menu bar). That determines whether that bar appears on the screen or not.
You should leave it checked. But if you click to the right where it says
"Worksheet Menu Bar," it selects that item (turns it blue) for action by the
buttons on the right (Reset, Attach, etc.).
