Windows Not Opening

I use Windows XP Pro w Outlook 2003. Whenever I click on
a link in a piece of mail usually the link fails to open.
Instead, I get a "rectangle" on the task bar
(near "START") for the link. To open it, I must click on
it, then close it then click on it again. HELP!

Try this: start IE and click Tools>Internet Options>Programs>Reset Web
Settings.
