How do you deal with events which can only happen at a
particular time? For example sign off on a project can
only be given at a bi-monthly board meeting. Or a
geological exploration program can only happen during the
dry season when access is possible.

Any suggestions?

In both cases I'd create a milestone event (work=0, duration=0) and hang
all direct successors from it. If approval isn't given at the board
meeting then change the date on the milestone and succeeding dates will be
automatically adjusted by Project.
