Yours is a Windows XP operating system question not and Office question.
However,

If you right click on an image file and select Open With, one of the
choices offered in the initial list or under More Programs is the Windows
Picture and Fax Viewer. If you choose "More Programs" you can make the
programs of your desire {including the Picture and Fax Viewer} the default
for the type of image file. If the above is not true for you, suggest you
seek help in a Windows XP newsgroup.

I never use the Windows Picture and Fax Viewer with my scanner. I am
not sure it even supports scanning other than by viewing a scanned image
file {when you scan a document the result is an image unless you use an
additional program}. Perhaps your friend was thinking the camera and
scanner wizard. I use the software that came with my scanner. All of my
scanner enabled programs {such as Word} open my scanner software to do a
scan.

You may want to check with the web site of your scanner manufacturer to
ensure that you have the latest Windows XP software and drivers for your
scanner. I you seek additional help from a Windows XP newsgroup, such you
include the make and model of your scanner. Note: some old scanners do not
have Windows XP drivers. There are work around which may or may not work.
In any case the drivers and likely the software you use in your Windows 98
laptop are not compatible with Windows XP.
