Windows SharePoint Services Error

I am using Frontpage 2003 and publishing to a Windows 2003 server. When
users try to publish, they frequently get the error: An error occured
accessing your windows sharepoint services site files. Author- if authoring
against a web server, please contact the webmaster for this server's web
site. WebMasters- please see the servers's application event log for more
details.

I checked the event log and there are no errors, warnings, or new messages.

The "administrator" user does not get this error. Other users will get it,
then a minute or so later, the page will publish fine. Any suggestions?

That's MS policy! (he, he, he... there never seem to be any entry in
the log file even though it always says so)

Sounds like a protection problem. Sadly, they are numerous with IIS
and FP when you go beyond "basic". The fact that the admin can publish
indicates this.

Do you have anything creative going on like the use of virtual servers
and/or a non default (not c:\inetpub\wwwroot) for your web storage ?

I publish in the default directory. At this time, I do not have anything
beyond a normal web. I had tried creating survey collection forms and had
them active for a little while on the web. They turned out to be difficult to
keep up with so I removed them.

In an effort to repair the problem, I tried to install sharepoint services
service pack 2. It wouldn't install and said I did not have the
pre-requisites. I don't even see any of the sharepoint utilities on my
desktop.

I had thought about re-installing the package, but my webserver is also an
exchange server and I do not want to mess up the exchange server.

Do you have any suggestions on removing the sharepoint that may exist. It
is not in add-remove programs or windows components.
