WININET.dll cannot be found in your path

Hi,
Could someeone help me with this...
I click on a URL in an Outlook message and I get the
following message:
"The required file WININET.dll cannot be found in your
path. Please reinstall Microsoft Outlook"

I click ok and Outlook automatically closes itself.
I have already reinstalled Outlook and I'm still getting
this error.
