winINET error message

I am trying to publish a new site and I got the following
error message:"An unknown WinINET error has occured (code
12111). Has anyone encountered this before? What did I do
wrong?

WinINET is an IE related error (FP use many parts of IE)
- check your IE security and proxy settings
