I realize this question has been posted many times, but I have yet to see a
solution that works for our situation. We are running Outlook 2002 with
Exchange Server 2003. Even when I configure my messages to send in plain text
and confirm that Word is Not the default editor, many on the receiving end
still get only the winmail.dat attachment regardless of whether or not there
are attachments to the message. Is there something in Exchange that could be
causing this? My outside mail is through a POP3 account and when I send
directly from the webmail, everything works fine. I have to assume it is not
the POP3 hosts problem. Can anyone shed any light on this?

Couple of thoughts...

1) If the name is resolving to a contact or personal address book record,
check the e-mail address to ensure that it is not marked to receive Outlook
Rich Text Always. (e.g. for a personal contact record, open the contact
record and then double click on the email address.)

2) Absolutely, Exchange has many areas that can override the message format.
For example, assume that the name is coming from the Global Address list for
an external (internet) customer (e.g. the name is a "contact" in the GAL).
There is in option when the record is created to always send e-mail in Rich
Text format. So now matter what format you choose, Exchange will
encapsulate/translate your message to a Rich Text stream.

One other area that one might look in Exchange is Internet Message Format.
There is a place to specify the MIME format. I tend to leave mine to plain
text only. (Earlier versions of Exchange would convert the message to an
RTF stream if specifying HTML. Not sure if Exchange 2003 does this, but
doesn't hurt to point the setting out. :)
