Winsock Problem

When I try to add a Winsock component on a Form in Visual Basic, I get the
following error:

"The subject is not authorized to perform the action specified"

S.O. : Windows Vista Home Basic
Microsoft Office 2003

p.s. I've tried to insert the key: HKEY_CLASSES_ROOT \ Licenses \
2c49f800-c2dd-11cf-9ad6-0080c7e7b78d,
but does not work.
