Wish to create an add-on lexicon for CSAPI speller

Hello,

we wish to create additional spell-checking dictionaries ("add-in
lexicons" in Microsoft lingo) for Microsoft Office.

mentions that one should contact Microsoft to get access to the required
lexicon creation tools.

Maybe I'm dense but all contact information on this page leads to paid
support options, for example, if I have a macro problem with Microsoft
Office.

Who at Microsoft do I need to get in touch with?

Do you know if a license is still needed from MS or everything is in CSAPI ?
