Wizard to command button, combo box

Hoping someone can help me please.
When I currently add a command button or a combo box to a (blank) form the
wizard doesn't activate (and yet the wizard that runs when creating a
mainform/subform does run).

It use to. I have re:installed the Typical and Additional wizards - without
change. Unistalled and installed Ofiice - all without change.

I am running Office XP and Windows XP - on a computer at home (not networked
to a server).

I hope someone can help - because it's annoying - and increases difficulty
when trying to teach someone else how to create a form with a productive
user interface.

On the Toolbox, there is a button that looks like a magic wand with crumbs
falling out of it. Depressing this will launch the wizard when new controls
are added to a form.
