wizards don't work in Access 2003

Hi, I've recently had to reinstall MSOffice 2003 following a complete system
restore. After reinstalling, I started Access and installed the Jet 4.0
database as it asks. Somewhere along the way I ran into problems with using
the wizards that are installed with Access. When I use any wizard (such as
"Create table by using wizard...") the mouse briefly flashes to an hourglass,
but otherwise nothing happens. That's right, no error message, nothing.
It's as if the button wasn't clicked. And I've tried starting the wizard
using the keyboard. In fact, all the shortcuts that show up in the database
window ("Create [item] in Design view" and "Create [item] by using wizard")
do not work. I am able, however, to use the toolbar button "New" to get a
blank whatever it is. I am also able to use the Insert menu to get a blank
table or form or whatever. I cannot get the wizards to work. I just noticed
the "autoform" toolbar button. This works, once I have a table to run it on.

Here's what I've tried thus far.
regsvr32.exe "C:\program files\microsoft office\office11\accwiz.dll"

regsvr32 "C:\Program Files\Common Files\Microsoft Shared\DAO\dao360.dll"

I've renamed the files:
acwzdat.mde
acwzlib.mde
acwzmain.mde
acwztool.mde
acwzusr.mde
(I added .old as such: acwzdat.old.mde) And then ran "Detect and Repair..."

I've installed the latest Jet 4.0 database.

I don't remember but I believe I tried uninstalling and then reinstalling
Access from the disk.

Any ideas out there? One thought I had would be to try reinstalling the Jet
4.0 database, but I have no idea how to uninstall it. I posted this question
once before and it never made it, so I hope it goes through this time.
