I have a document with a left margin on 1" and a right margin of 3". When I
apply a border to the footer style this line is 4.38" instead of being 6.5".
Is there any way round this?

If you are using 8.5" x 11" paper, then the margins you cite will give you a
document body width of 4.5". Given that by default a border the "Distance
from text" for a border is 4 pts left and right of the paragraph, I would
expect the border to be 4.5" + 8 pts. Since 8 pts = 1/9" (72 ÷ 8 = 9), that
would give a line 4.61" long. What am I missing here?

Sorry I'm having difficutly trying to explain what I want:

I am using 8.5 x 11 paper. I have a left margin of 1" and a right margin of
3". I have text boxes in the right-hand side of the document and so I want
the border to be approximately 6.5" and not 4.35 as is currently the case.
At the moment the footer section is only the width of the left-hand side.

Hope I've made it a bit clearer.

Ah, in that case, add a negative right indent to your footer paragraph to
make it the width of the text on the page.
