won't save password.

I just upgraded my Office 2003 yesterday and as of that
upgrade have the following problem. My email passwords are
not saved.

I have followed the steps for the Protected Storage System
Provider and deleted the subkeys. Through Control Panel I
can change the passwords but when I go back in they are
blank again. In Outlook, every time it accesses email it
requests me to re-enter my passwords (I have multiple
email accounts on multiple servers). Whether or not I
click to save the password makes no difference.
