wont send if there is an attachment

When trying to send an e-mail with an attachment in Outlook 2000 or XP, mail wont send, and message at the top of e-mail says "Message not sent". This happens with all attachments ( biggest problem has been Excel workbooks). When hitting Send radio button, message just sits there saying it hasnt been sent. Any ideas appreciated.
