Word 2000 Error "This document could not be registered.

I have had a couple of instances from two different users
that have had Word 2000 give the following error: "This
document could not be registered. It will not be possible
to create links from other documents to this document."
This is happening when they initially open Word2000.

I did find reference to this error which is Microsoft
Knowledge Base Article - 224707. This does not address my
problem.

Can anyone give me a clue as to what I need to do to fix
this problem.
