Word 2000 Graphic behind text will print in front

I am attempting to print a document with a picture set behind the text. I
have set it up in Format - layout that way. Whn I go to print, the watermark
sits on top of the text. Is there a reason and is there something I can do to
stop tthis? I am using Word 2000
