Word 2000 quote marks problem

I'm editing a document (Reviewer toolbar) and have run into this
persistent problem:

1. Very man of the author's open quotation marks are, in fact, close
quotation marks.

2. I try to replace the closed to open. Sometimes it works. More
often, I get the "guillemets français": « ». Web search tells me this
automatically appears if Language is set to French under Tools, Set
Language, and tells me how to reset. I can't follow directions
because they don't apply to Word 2000 or at least to my update
version.

3. It does appear to have something to do with language, since
sometimes I get the Spanish quotation marks (at bottom instead of top
of line).

4. Which variety gets typed appears to be random.

5. I can't figure out how to fix this document with many, many
quotations marks, both double and single. Find and Replace doesn't
work either, given all the changes that appear, in addition to the
originals.
