Word 2002: Table of Contents formatting bug?

Scenario: Word 2002 with all current service packs, Windows XP Professional.
Problem: I have a document for which I've created a Table of Contents (ToC).
The page with the ToC has a one-line paragraph that acts as a title for the
page. The paragraph's text is "<Tab>Table of Contents<Tab>Page" and it has a
center tab stop at 3.25" and a right tab stop at 6.5".
I insert the ToC immediately after that paragraph (after the paragraph mark
that ends it), and it destroys the formatting of that paragraph. What's
worse, if I then go back and change the formatting of the paragraph back to
what I want it to be, the formatting of the ToC gets all messed up.
What is going on here and what can I do about it?
