Word 2003 - Changing Default Page Border

Every time I open a new document in Word 2003, and am using the page layout
view, the cursor always starts right at the top of the page, even though the
default margin is set for 1 inch - it is really annoying. I have to manually
change it using the format,borders, page borders, options command. However,
when I open the Normal.dot template, the cursor is displayed correctly, with
1 inch on top. Why does a new document not open up with the cursor in the
right place if I am using the normal.dot template? This does not make sense
- any ideas or are there any patches/updates to fix this problem?

In Word, click on Tools | Options | View | check the "White space
between pages" box | OK.
