Word 2003 default template language

I cannot get Word to register a language other than English US as the default
for the Normal.dot template. I use the correct route of Tools>language>
(select English UK) > default>OK, and get the message that all documents
based on the Normal template will henceforth be UK English. It doesn't
happen that way, though. If I check the language (route as above), English
US is highlighted again. The information bar at the bottom of the screen
says English US is active.
Am I doing something wrong? Or not doing something right?
