Word 2003 ink annotation

I've an odd problem using ink annotation with Word 2003.
I have different logons to a tablet pc. With one of the
logons, if I use ink annotation, the ink inserts itself
into the text, pushing it aside. I can format the layout
so that it overlays any text, but I shouldn't have to.
With other logons, it works as nature intended. I can't
find any option or setup which addresses this.

Any constructive thoughts on this please??
