Word 2003 Margin Defaults

When I open Word 2003, the default document has essentially no top margin.
Changing the default setting in Page Setup, although the number remains at
1â€, the document itself fails to change. Has anyone experienced this problem
and found a solution?

In Word, click on Tools | Options | View | check the "White space between
pages" box | OK.
