Word 2003 Picture Formatting (in protected documents) Question.

I am using Word 2003.

I am attempting to insert a picture into the unprotected section of a
protected document. The issue that I have is that the image attributes
cannot be altered with the "format picture" function. All of the Picture
toolbar icons are greyed except for three (one of which controls text wrap,
I believe). If possible, I would prefer to just define the area the picture
can occupy and allow Word to scale it appropriately; if not possible, I
would like the "format picture" function to, well, function so I can
manually resize.

Any help would be GREATLY appreciated.
