Word 2003 Protect Form

The options to protect a form are not working in Word 2003. The lock on
my forms toolbar is greyed out as is the "Yes, Start Enforcing
Protection" button under tools/protect document.

How do I activate this function?

Display the Control Toolbox (View > Toolbars > Control Toolbox). If the Design
Mode button is highlighted, click it to turn it off.
