Word 2003 should allow hyperlinks to "Headings" in footnote frame.

Word 2000 and 2002 can hyperlink from the footnote window to a Heading in the
main document,...but Word 2003 will not let you hyperlink to a "Heading" from
the footnote window, endnote window or even a text box??? Why?
