Word 2007 - Balloons in Print Layout - Full page width not shown

I'm very experienced working with tracked changes and balloons in print
layout, but this has me stumped. It's something I never saw in Word 2003,
only 2007:
When I view tracked changes in balloons in Print Layout for a landscape
document, the full 11" of the landscape page is not shown - instead, I'm
seeing about 10" of white page width, plus the 3" of grey where the balloons
are displayed. I cannot find anything that tells Word to display the full 11"
of the page width. I thought this would have been default in Print Layout.
This is not affected by changing the size of the area allowed for balloons -
Word still cuts off the white space display just tot he right of the right
margin of the page. I want to see the empty right margin - just like I see
the empty left margin. This is how is worked in 2003.
Any thoughts? Thanks.

The balloons are actually *in* the margin, which is expanded to accommodate
them. If you print the "Document with markup," the document will be reduced
to allow for the marginal balloons.
