Word 2007 Hangs When Restarting With Recovered Files

I support 60 high school students and teachers running Office 2007 on
notebooks and tablets on Vist Business SP2. At least 10 users, students and
teachers, has had the same problem. Word stops responding (hangs consuming
+/1 50% of CPU resources). Upon terminating via task manager and restarting,
it hangs again after displaying the document recovery pane with recovered
files that were in progress. I have found no way to fix this, including
uninstalling and reinstalling Word, except to backup files, re-image the
computer, and download files. Can anyone help?

Does Word work normally in that it opens to a blank document that the user
can edit and save?
Are they able to reopen the newly saved/closed document?
Is it only pre-existing documents that cause the hang?
Does it happen if you log into their computer as the Administrator?
