Page Layout ribbon tab - Page Borders (in the Page Background section) -
Art: is a little left of center near the bottom. Use the dropdown arrow to
choose the desired art pattern.

In that case, click Insert > Page Borders. The "Art" dropdown is at
the bottom of the center column of stuff -- click the down arrow to
see the list.
