Word changes my keyboard layout automatically at startup

Operating System: Mac OS X 10.5 (Leopard)
Processor: intel

I have two keyboard layouts in use: US and Finnish (default).

When I have Finnish layout in use in OSX (I see the Finnish flag in the up right corner) and I start Word, my layout is changed to US (Finnish flag turns into the US flag). This happens every time I start Word and is very annoying.

I am using Office 2008 12.1.1.

On startup, Word picks up its default language settings from the System
Preferences. If you set Finnish in there, you will get Finish on startup.

In "System Preferences -> International -> Input Menu" I have checked both "Finnish Extended" and "U.S." I do not see an option to define a "default" keyboard layout?

So I have two keyboard layouts to choose from by clicking the flag icon in upper right corner. Usually it is Finnish. Word is the only application which by startup goes and changes this to US. For example, Power Point does not do this.

Of course I can remove the US one as I rarely need it, but I think this is still a bug in Word's behaviour?

I am a little confused myself: The Help appears to indicate that the top
one in the list will be selected on startup.

Word will use whatever the system is using when IT starts up.
