Word document posted on web site doesn't open

I am having difficulty with users opening up a word
document that is posted on a web site within Internet
Explorer. When the users attempt to open a document, it
opens two instances of Word, but does not show any thing.
When one of the windows is closed, it has generated an
error, tells you that you need to restart the application.
If Word is opened at the time, the document will open in
Internet Explorer without any problem.

Is there any reason, I checked the programs associated
with Internet Explorer and Word is listed.
