Word Email Editor Problem With "Switch User"

I have sent the following to MS as well. I could not find anything about this
as a known issue:

"I am using Outlook 2003 with Word 2003 set as the Email Editor and the
problem is repeatable.

When using Switch User between different accounts and attempting to send an
email the following errors occur:

1) Microsoft Word is set to be your e-mail editor. However, Word is
unavailable, not installed, or is not the same version as Outlook. The
Outlook e-mail editor will be used instead.

This is when I attempt to send any email.

2) Error 1719

This occurs when attempting a repair. As well, when trying to create a new
account to test the issue, I cannot even access Outlook.

This issue DOES NOT occur when I 'Log Off' the user, so I suspect this is
somehow related to the Fast User Switching. I am pretty ceertain all required
services are aneabled for FUS, but could you tell what specifically needs to
enabled so that I can confirm they are in fact active.

I thought that I would update this with a discovery that if I manually
start Word after starting Outlook, I can now use Word as the editor.
The error 1719, however, is still present when trying to detect/repair.
One additional item is I have performed a Repair of Office 2003 to no
avail.
