Word - format ruler ignored

Why do the first two lines on every page after the first page ignore the
format ruler? There is a ghost paragraph marker at the beginning of each
page starting with the second page. I cannot select it, so I cannot delete
it. I select the two lines and try to adjust them with the format ruler, but
this does not work.

Thank you! That fixed my problem! I could not see the page number frame,
but it was there, and when I deleted it my problem was solved. Hurray!
