Word, how to numerically size individual segments of a line/freefo

I work with a Highway dept in Hawaii. We have a contractor that is going to
survey a 3 mile long bridge and map where damage is on the road surface so it
can be repaired. The contractor does not have cad software, so we are
proposing maybe Word could help them. We provide maps of the bridge that have
been scanned. We insert these pictures into Word. We can then draw on top of
these pictures. We know the scale of the picture, so we can draw a box,
double click it, and on the format autoshape or textbox/ size tab, we can
numerically enter the X & Y dimensions of the box which represents a repair
area. To locate the repair on the map, the contractor measures 2 legs of a
triangle from known points to the repair. We can draw this with
line/freeform, consisting of 2 straight line segments. We then right
click/edit points and can move the middle vertex. The 2 line segments
simultaneously change length as we move the vertex, yet the other 2 vertexes
remain fixed at the known points. What we need to be able to do is
numerically specify the length of the two line segments instead of dragging
the middle vertex. Can this be done?

Currently since word rotates objects about their centers instead of ends,we
have to iterate many times doing rotate/moves of 2 fixed size boxes to close
the triangle and this takes too long since it will have to be done for
hundreds of repair areas.

Tried grouping line segments, but once grouped you can't change size. Tried
Circles, but center not marked, sized by diameter instead of radius, and
won't size if grouped with other circles to mark the center.

Sorry for the long post, but not simple to explain what's going on.
