Word macro to activate insert frame button

Is there a Word macro that simulates the effect of activating the
"Insert Frame" button in Word? I am looking for something that
simulates the following operations:

1) Tools->Customize->Commands->Insert->Horizontal
2) Drag it to the tool bar
