Word page break won't stay broke

I am using Vista Word with an add-in (EndNote). My problem is that when I
add a page break then add a figure using EndNote, the page break disappears.
How can I retain the page break formatting??

I don't use EndNote (or Vista) so don't know if there is something screwy
going on with this AddIn.
What happens if you insert the Image, then insert the Page Break?
How about using the paragraph setting of Page Break Before on the
image/paragraph, instead of a manual page break?
