Word will not allow me to click on printed watermark

I am trying to add a picture watermark. When I go into
"format"--"background"-- it does not allow me to select "printed watermark".
The "printed watermark" is in light gray. Did I mess up my setting?

The watermark is anchored to the header or footer; so you need to activate
the header or footer first.

Make sure you are *not* in Reading Layout View _or_ Web Layout View [View
Menu]. The Printed Watermark command is only available in Normal, Print
Layout & Outline Views.
