Word Wrap Only Works in Part of Cell

I'm trying to build instructions into a spreadsheet (Excel 2002 SP3 and
have quite a bit of text to type into one cell.
I'm using a combination of word wrap and hard returns to format the test
in the cell.
I find that the first portion of the cell wraps properly, but the later
portion doesn't wrap, it just runs out of the cell and disappears as if word
wrap were not turned on.
How do I fix this? I've tried all sorts of different formatting, but
nothing helps.
Is there a built in limitation that word wrap stops working after some
number of characters or some number (5) of hard returns?

never encountered this behaviour. If you like email me an example sheet
with this behaviour

Even when you add line breaks in the cell, there's a limit to the number
of characters that will be displayed, and wrap correctly.

Perhaps you could use more than one cell for the instructions.

If you add (lots?) more of those alt-enters to force new lines within the cell,
you might be able to see more of the text.
