Word XP Windows in Taskbar Not Sticking

I am having a problem in our Word environment trying to make the
"Windows in Taskbar" View option stick. Whenever I check on the option
in Tools | Options | View, then exit and restart Word on our pc's, the
option becomes unchecked on the next launched session of Word.

I have done several things to try to narrow this down.

1) Ruled out GPO's as a possible cause because this appears to be
session oriented, and I am not rebooting the machine or refreshing
gpupdate, just restarting Word. (I did check the GPO's just in case
though--nothing there).

2) Ruled out a startup template, Add-in or AutoExec macro was
reverting the setting by removing all startup templates and launching
Word, setting the option, and then restarting Word. Even with all
startup templates removed, and a clean Normal.dot, the option reverted
to unchecked upon each exit and restart. I also launched Word with the
winword /a switch several times also to verify startup templates wee
not involved, and received the same results.

3) Deleted the HKCU\...\Microsoft\Office\10\Data hive in the registry
in case it was corrupted, and relaunched Word. Again I had the same
results. I also note here that there is no one specific registry for
"Windows in Taskbar" in Office XP. According to other articles I read,
this setting is contained in this "Data" Registry Key.

Does anyone have ANY idea why this option will not hold between Word
sessions? I could create an AutoExec macro that turns this on each
time you launch Word, but that's not what we want. We want the setting
on by default (which we have done in our Office MST), and we want the
user to be allowed to change it if they want. But it turns itself off
every time Word launches.

Any help would be appreciated.
