You can add text to a graphic if you open it in MS Paint.
You can combine a clipart inserted into a Word document
with a Wordart item you create in Word (be sure that neither
item is formatted as 'inline with text' when you right click
and choose format for that item) by positioning both objects
how you want them to appear, hold ctrl and click on both then
use the Draw=>Group choice from the Drawing toolbar in Word.
