Wordwrap problem

I'm using Publisher 2002 SP3, as well as Publisher 2007. No matter what I
do, I can't get text to wrap around a picture placed inside a text box. The
text simply flows through the picture. I have tried to use the inclluded
help files, but to no avail. Anyone have some suggestions?

Bring the image to the front, while the image is selected,click the dog icon on
the toolbar, select the wrap you want.

I have tried what you suggest, but it doesn't work. I have tried creating
the text box first, then inserting the picture, then typing text. I have
tried inserting a picture into a text box already containing text. Nothing
works.

Drag everything to the scratch area, select each object, click none in the wrap
dialogue. Start the layering all over again. If you have a border around the
document, it could be it is hindering your wrap. Send the border to the back.

Did you bring the image to the front? That's the critical part.
