Work group policy

I had a MS Access development in Access 2000 platform and it was working nice
with the all user group policies. But I changed the FE application to 2003
format and connected with my workgroup file and it also was working very well.
But now every user can connect with system.mdw and log on to the application
and there will be no any security policy appling to the FE application. How
can I assign all previous security settings to the new 2003 FE file? Please
advice.

Sounds like it was never properly secured in the first place. You need to
follow all of the steps in the FAQ, in sequence, and omit nothing, even if
it might seem trivial. There's a link to the FAQ on my web site.
