Worked offline once with shared notebook, won't sync again

I am sharing a OneNote notebook on the network. In preparation to work
offline I tested 'work offline' capability, then reverted back to 'sync when
changes'. Ever since then, it stays unsynced and won't sync when I click
'Sync Now', 'Sync All Notebooks', etc.

Anything else to look for? this seems to be a bug.

Does this problem persist if you restart OneNote? If you do restart,
which of the two options is checked?
Also, are you able to access the notebook location through explorer?
